Dear Comrades,
I have the honour hereby to inform you that as a prelude to the renewal of the Cameroon People’s Democratic Movement Basic Organs and Specialised Organisations, and pursuant to the highest instructions of the National President, the validation process of the Political Basic Structures shall be carried out in each CPDM Section.
This operation shall aim, basically, at establishing the real mapping of the Party’s Basic Organs, for a more controlled networking of the national territory, which should lead to the strengthening of the local supervision of militants and populations. This is an unavoidable and imperative strategic step in our project to increase and retain CPDM electorate in the light of future national elections.
Concretely, the validation of the Political Basic Structures shall relate to the:
verification of the effective functioning of the Basic Organs (Sub-Sections, Branches, Cells);
establishment, as necessary, of new Basic Organs in order to achieve, locally, an efficient level of local supervision;
suppression of eventual fictitious Basic Organs.
The setting up of new Basic Organs, more commonly referred to as the “break up of Basic Organs”, is determined, considering the Party’s statutory provisions, by the main criteria of population density, geographic distance, sociological grouping and the penetration of competition, with the sole aim of improving the supervision and political follow up of militants and populations.
Thus, in accordance with the Party Constitution, Basic Organs referred to shall compulsory comprise CPDM cells, given that “the basic structure of the Party shall be the Cell”. This means that there can be no Branch, Sub-Section or Section without Cells.
On the field, the operation to validate the Political Basic Structures shall be conducted as follows:
WITHIN THE NATIONAL TERRITORY
A Validation Committee, responsible for the organisation and conduct of the operations concerned shall be set up in each CPDM Section.
The Validation Committee shall comprise the following:
President:
CPDM Section President.
Vice-Presidents:
WCPDM and YCPDM Section Presidents;
Members :
statutory members of the Section Conference (art. 30. Paragraph 1 and 2 of the By-laws);
militants, deputy mayors of the council from the jurisdiction;
members of the WCPDM and YCPDM Section Executives;
Chargés de Mission:
Militants, not more than four, appointed by the Head of the Divisional Permanent Delegation of the Central Committee, upon proposal of the CPDM Section President.
The operation shall be conducted as follows:
at the level of the Cells: identification of militants and drafting, in accordance with Article 12 of the By-laws, of the lists of the Party’s militants centralised at the level of the Branches;
at the level of the Branches: validation of existing Cells and proposal for the possible creation, in accordance with Article 12 of the By-laws, of new Cells to be submitted to the Validation Committee for approval;
at the Sub-Section level: validation of existing Branches and proposal for the possible creation, in accordance with Article 17 of the Internal Regulations, of new Branches to be submitted for approval by the Validation Committee;
at the level of the Validation Committee:
validation of the existing and possibly created Sub-Sections;
validation of Branches and Cells.
ABROAD
In each CPDM External Section, the Section Executive, constituted as a Validation Committee, shall be responsible for Political Basic Structures Validation Operations with a view to better supervision of the militants and our compatriots, taking into account local specificities.
At home and abroad, Political Basic Structures Validation Operations shall be carried out in a spirit of consultation and permanent search for the best interest of the Party.
They shall be supervised in each Region by the Regional Permanent Delegation of the Central Committee and shall be controlled, at the divisional level, by the Divisional Permanent Delegation of the Central Committee. Abroad, operations follow up shall be the responsibility of the Secretariat for International Relations and Human Rights.
As regards the schedule for the Political Basic Structures Validation Operations, shall be as follows:
WITHIN THE NATIONAL TERRITORY
13 March 2021:
launching of the Political Basic Structures Validation Operations in each Divisional Permanent Delegation of the Central Committee.
15 March 2021:
setting up of the Validation Committee and organisation of work in each CPDM Section.
16 March to 23 March 2021:
Cells validation operations and registration of militants.
25 March to 28 March 2021:
Branches validation operations.
29 March to 31 March 2021:
deliberations of the Validation Committee and validation of Cells, Branches and Sub-Sections.
4 April 2021:
Conveying of the Validation Committee Minutes to the Divisional Permanent Delegation of the Central Committee.
8 April 2021:
Conveying of the Validation Committee Minutes to the Regional Permanent Delegation of the Central Committee.
13 April 2021:
Conveying of the Validation Committee Minutes to the Secretariat General of the Central Committee.
ABROAD
The operations shall be organised from, 13 March 2021 to 13 April 2021, according to the adaptations resulting from local specificities. Minutes shall be conveyed to the Secretariat General of the Central Committee via the Secretariat for International Relations and Human Rights.
It should be underscored that Political Basic Structures Validation Operations shall be carried out in a spirit of consultation and permanent search for the best interest of the Party.
At the national level, they shall be supervised in each region by the Regional Permanent Delegation of the Central Committee and shall be controlled at the divisional level by the Divisional Permanent Delegation of the Central Committee.
Abroad, operations follow up shall be the responsibility of the Secretariat for International Relations and Human Rights.
If necessary, follow up and supervision missions may be deployed to accompany the process.
The Minutes drawn up at the end of the operation by the Validation Committee shall present, in appendix, the detailed structure of the Section’s Political Structures (Sub-Sections, Branches, Cells), as well as the lists of militants. It shall be drawn up in two copies, signed by the Presidents of the CPDM, WCPDM and YCPDM Sections, and countersigned by the Heads of the Divisional and Regional Permanent Delegations of the Central Committee. It shall be conveyed to the Secretariat General of the Central Committee by the Permanent Regional Delegation of the Central Committee in both hard and soft copy.
Scrupulous compliance with the guidelines of this Circular Letter is strongly recommended. The Secretary for International Relations and Human Rights and the various Heads of the Permanent Regional and Divisional Delegations of the Central Committee shall ensure its execution.
